James E. Colvard

Jim Colvard’s career history is an impressive mixture of scientific, technical, and public service experiences. He served as Associate Director in the Applied Physics Lab at Johns Hopkins University from 1988-1991 and prior to that as Deputy Director of the Office of
Personnel Management. His connection with the Navy extends to his experience as a seaman apprentice, physicist at the China Lake, California Test Station, technical director of the Naval Surface Warfare Center, and Deputy Chief of the Naval Material Command. With the Material Command Center in 1985, Jim was appointed the Director of Civilian Personnel Policy and
EEO for the Navy.
Jim has been awarded the Department of Defense Distinguished Civilian Service Award, the Presidential Rank Award of Distinguished Executive, and numerous other honors, including
election to the National Academy of Public Administration. Most recently Jim was honored when the
Naval Surface Warfare Center established the James E. Colvard Award for
Jim has a D.P.A. in Public Administration from the University of Southern California, a Masters from the University of Oklahoma, and a B.A. in Physics from Berea College.
